Amidst the unprecedented circumstances we find ourselves in, organisations have had to quickly rethink the way they operate. Organisations are having to grapple with on-going business disruption and working from home may not just be the new norm for the time being, but also, the foreseeable future.
More and more, organisations are seeing first-hand that remote working can increase productivity, collaboration and communication.
Mitigating the security risks of a dispersed workforce
Remote working can come with its own risks. For instance, the risk of an employee connecting to an unsecure network, or an employee using a personal device for work purposes can increase. Additionally, the risk of an employee inadvertently sharing a company’s confidential information can rise. These factors all provide bad actors with more avenues into the corporate network infrastructure.
Areas of Public Sector have arguably had a bigger challenge to enable remote working - the NHS for example has such a diverse range of end user IT requirements across its workforce, providing remote working solutions can become tricky.
Create a strong foundation
Ensure end-points are defended. With the majority of employees working remotely, identifying unmanaged end-points, connectivity issues, vulnerabilities and patching requirements becomes increasingly difficult, while quarantining endpoints, deploying fixes and updates that mitigate risk adds further complexities.
Control the identification of a user relative to a device, preventing both accidental misuse through endpoints being in a home environment, and criminals taking advantage of the collapsed perimeter.
Educate the remote user community and testing and evidencing their resilience – enabling security to identify and support users that potentially need additional help.
Ensure regulatory and compliance requirements continue to be supported during challenging or crisis events by using toolsets that create a clear visual of data flow across the enterprise from backend to end points.
Threat detection tools will no doubt creep up the priority list, if not already in place. This protects the device and its data from threats at an application, device and network level from leaky or malicious software and from phishing attacks, even when the device is offline. It also works to immediately remediate potential threats and breaches by instantly notifying users, or by taking action to quarantine a compromised device.
Adapting to the new Norm
As establishments look to help their employees navigate through the world of remote working, both have critical roles and responsibilities in securing organisations and ensuring cyber threats do not further disrupt the work environment. It’s unclear how long the situation will go on for, but it’s vital that focus begins to shift towards securing these “Tactical Solutions” that will undoubtably morph into a strategic direction now that the barriers and scepticism toward remote working is a legacy mind set.

Within any emergency situation the human mind will focus on solving a problem directly linked to the emergency at hand, in this case enabling clinicians to save lives without themselves being put at risk. As adrenalin levels start to normalise thoughts then turn to impact and risks.
Many organisations are now asking the questions “How secure is our data” and “What’s the current posture”?
As eluded to previously there is a new norm, and with it, security will need to evolve to enable employees to continue with remote working securely.

Insight gave Radnor House the option to test various devices before committing to purchase. Radnor House’s IT support department eventually settled on the Microsoft Surface Pro due to its ability to run the most demanding software – including Adobe Creative Suite. A favourable software licensing deal was negotiated with Microsoft, as Dan Melbourne, Head of IT service desk notes, “Purchase of a large number of licenses is very much an advised sale and Insight handled the deal on behalf of my team.” Insight continues to support Radnor House with its ongoing digital transformation. When Radnor House’s IT support desk wanted to trial Microsoft Team viewer, Insight negotiated a licensing deal with Microsoft, and came back the next day with a quote and all the information needed to make it work. Insight also supports Radnor House’s IT Service Desk with any issues around warranties. When an item needs to be returned, Insight deal with it without concerning the Service Desk. Radnor House has a dedicated Insight account manager who acts as a single point of contact for any IT issues the school might have.
To ensure the successful implementation of its remote learning program, Radnor House turned to Insight for support. Radnor House knew that Insight could offer extensive knowledge of Microsoft products and would deliver excellent service. When Radnor House’s IT Service Desk needed to decide which devices would best fit the needs of its students, Insight was able to make recommendations, as it has experience of working with other schools on the same journey.

Radnor House wants to stay ahead of the curve in delivering the best education for its pupils. As part of this commitment it uses digital technology to facilitate remote learning and collaboration for all its senior school pupils. Radnor House’s IT Service Desk needed help choosing the best devices for its students, and wanted to avoid an expensive trial and error process. It was also concerned about getting the best deal when procuring over 400 top-end devices – and needed a partner that has experience in dealing with Microsoft. Radnor House’s IT Service Desk also needed help with software licensing. Working out the best licensing model to use and negotiating the best deal requires specialised knowledge. The IT department needed a partner that could handle this, as it was already at full capacity providing IT support for teachers and pupils. Above all, the IT Service Desk sought a partner that could deal with any ongoing software or hardware issues it might have – such as returning a damaged item under guarantee – so that it can focus on delivering an excellent service to staff and pupils.
The Challenge
Radnor School equipped all pupils, from sixth form down to years seven and eight, with one-to-one devices and access to Microsoft Teams, to facilitate remote learning. Insight supported Radnor House throughout its digital transformation, assisting with decision making, procurement of devices, and management of software licensing. Thanks to its forsight in implementing digital collaboration tools, Radnor House was able to seamlessly continue providing a full curriculum to senior school pupils during the UK lockdown. Both the staff and students have adapted to new collaborative way of learning, including guest appearances from parents to deliver content to the class.

The next step was to source the tablets – a 32GB Samsung Galaxy Tab A – and ensure they were delivered to the university before LSBU’s financial year end. LSBU turned to Insight to manage the deployment of the student tablets as Insight was able to adopt a more flexible approach than its competitors, and put together a solution and route to market quickly. This flexibility was key to the success of the project. Due to the tight timescales, it was not possible to purchase such a large quantity of tablets from a UK supplier. Insight worked closely with Samsung to manage the supply chain and take stock directly from the Asia Pacific (APAC) region. This involved holding the tablets in Taiwan, re-localising the devices for the UK market and flying them to London to meet the university’s budget deadlines. LSBU was able to set up all the devices ready for the students’ arrival. On the first day of their course, students had a secure tablet loaded with applications for their curriculum, and instant access to the university intranet.
Located in the heart of the UK’s capital, LSBU’s strong links with employers, specialist teaching and wealth of opportunities for practical experience, make it the ideal destination for the ambitious student. The university’s career-oriented approach to learning was recognised when LSBU was named University of the Year for Graduate Employment by the The Sunday Times Good University Guide. A title it held in both 2018 and 2019. Many of LSBU’s students get a taste of the workplace early on intheir course, with placements in healthcare settings, schools and legal advice clinics. As part of its commitment to preparing students for employment, LSBU wanted to equip first years in three departments with a mobiledevice they could use for lectures, work experience and self-study. This presented LSBU with the challenge of taking delivery of 1,650 32GB Samsung Galaxy Tab A tablets in a short timeframe. Not only did the devices need to be ready to use when the students arrived,they had to be on-site by the end of the final term for the university to meet its budget conditions.
LSBU wanted to provide new students in three of its departments with Samsung tablets – a total of 1650 devices. The project had to becompleted within tight timescales to ensure the tablets were ready for the students’ arrival and to align with LSBU’s financial year end. The Samsung Galaxy Tab A tablets were delivered to LSBU in time for the start of the university’s academic year.

It may be that one cloud platform is more suited for one force or for a particular application.
Just because one organisation uses Microsoft Office 365 it doesn’t mean it has to use Microsoft Azure for everything else. There are benefits to each platform.
The police have made significant progress over the past few years, but now is no time for complacency. The pace of innovation has never been as fast, and it will never be as slow again.
If the more long-term and ambitious goals of the strategy are to be delivered, then cloud adoption needs to happen first. Individual forces must assess their existing IT investments and needs before devising a suitable migration strategy.
The sooner forces act, the sooner the challenges of the future can be met.
Ambitious but achievable
These developments have been accompanied by a drastic change in attitudes over the past two years. This is partly due to the National Enablement Programme (NEP) for Microsoft Office 365. This programme, which provides a migration blueprint for adoption, allows officers to easily share and access information while in the field. The success of this programme has led many forces to reconsider long-held assumptions about the cloud. Adding further encouragement is the fact that the Home Office now uses AWS to power national-level IT systems.

However, adoption is still limited. According to Freedom of Information (FOI) requests, 75% of police forces still manage some of their data and applications on-premise, while 71% store less than a quarter of their data in the cloud. More than a tenth (13%) do not store anything in the cloud at all.
Security is the biggest cause of cloud scepticism which is unsurprising when you consider that police handle extremely sensitive data. However, cloud technology can actually make police forces more secure, as development and maintenance is handled by the public cloud provider. Major vendors such as Microsoft Azure and Amazon Web Service (AWS) have UK-based data centres certified to handle police workloads.
While forces have a duty to the taxpayer to maximise existing investments, legacy technology hinders innovation. Cloud platforms not only deliver a range of performance benefits, but they are more cost-effective as they eliminate the need to invest in on-premise infrastructure and ease the maintenance burden on IT teams.
Security concerns
Among the innovations highlighted are artificial intelligence (AI) models that can predict crimes before they happen and ways that mobile devices and applications can make officers more effective in the field. The strategy also speaks of digitally enhanced experiences that allow the public to choose how they communicate with the police.But above all, the strategy describes how the police will maximise the creation and collection of data to keep the public safe. This makes the issue of data management the single most important element.
However, police forces have long been held back by organisational structures that complicate decision making, leading to a reliance on legacy technology, and security concerns. The strategy outlined in the document is an aspirational one that will require many of these challenges to be resolved.
As forces begin to adopt the innovations that individuals and businesses now take for granted, technologies such as big data and artificial intelligence (AI) will be used to augment the capabilities of officers and to identify crimes before they even happen. Meanwhile, the democratisation of technology means that criminals also have access to advanced capabilities, and this needs to be addressed.
The data management challenge
The applications that can transform policing require access to huge amounts of easily accessible data. Legacy infrastructure and proprietary systems are simply unsuited to this task because they lack scalability and data portability. Cloud platforms provide the opportunity for innovation that police forces require, enabling the technologies outlined by the NPCC. The cloud will enable everything from data storage and Office 365 productivity applications to predictive analytics and robotic process automation (RPA) – freeing up officers’ time for keeping the streets’ safe. On top of this, the cloud will provide the foundation for more effective, secure national data sharing, increasing the speed and effectiveness of investigations and the accuracy of AI algorithms.

Cloud-based applications and infrastructure will augment the capabilities of these new recruits, enable new use cases and make existing processes more cost-effective and productive – benefits that are beyond the limits of conventional IT.
Support from the public cloud ecosystem
Legacy systems are simply incapable of delivering the functionality, flexibility and scalability required to enable these solutions. The cloud helps police forces collect, manage and analyse huge amounts of data efficiently and securely and adoption is essential if digitisation is to be realised.
Why the cloud is essential
Police forces also benefit from the investments made by public cloud vendors in new services and security. By outsourcing their data storage to the cloud, police forces also ease the security and compliance burden on IT teams. Microsoft, Amazon Web Service (AWS) and Oracle have UK-based data centres that are compliant with data protection regulations and are approved by the UK’s National Police Information Risk Management Team. Microsoft’s Azure data centres have been signed off by the Home Office to ‘Level 3’, which allows for the storage of sensitive information.
Other vendors are also accelerating their efforts to support UK policing through new data centres and compliancy initiatives. The Home Office has moved the UK’s national-level police IT systems to AWS’s London region, satisfied that the company’s data centres are an ideal home for such sensitive data. Meanwhile, Oracle is providing individual forces, such as West Midlands Police, with cloud-based HR and ERP applications to help manage its workforce and optimise resources. But despite these advantages, there has been some resistance to adoption.

After a period of shrinking budgets and staff cuts, the government plans to hire 20,000 new police officers.
This includes millions of hours of video camera footage by the Metropolitan Police. In a further endorsement, the National Police Technology Committee (NPTC) provides blueprints for forces to plan their migration to Microsoft Cloud services like Azure and Office 365 as part of the National Enablers Programme (NEP). Other players in the UK police IT ecosystem also provide their services directly through the Microsoft Cloud. This includes data analytics company Chorus Intelligence, which analyses millions of pieces of information, such as call records, and aggregates them to help officers with their enquiries.

These are just a few examples of how new technology can revolutionise policing in the UK, but there is one common thread that will link all digital innovation – the cloud.
Digital platforms make it faster, easier and more convenient for the public and law enforcement to communicate. Some forces allow citizens to report crimes and submit evidence online, with statements recorded by video call. In the future, it is speculated that smart speakers will be used to facilitate such interactions.
Public engagement
Some forces are now using body cameras to collect visual evidence that can be processed either manually through facial recognition. They will also use sensors that launch body cameras at the exact moment a police firearm or taser is used and automatically share GPS data. The Metropolitan Police Service (MPS) has been trialling fingerprint scanners so officers can identify individuals on the street rather than having to return to the station.
Connected devices
Artificial Intelligence (AI) allows police forces to make more sense of their data at a time when the variety and volume of this information is increasing. This not only ensures greater reliability but also gives public sector organisations access to cloud-based analytics that can be used to improve levels of service. 8x8 is used by many UK public sector organisations including The National Archives, Aylesbury Vale District Council and the Ministry of Justice. Regardless of which route is taken, new telephony technologies enable and accelerate public sector digital transformation. Through integration with new and existing workflows in healthcare, education, public safety, and beyond – delivering better quality public services. The benefits of digitisation are now widely recognised in the public sector. But telephony should not be ignored in this pursuit of improvements. A key factor for organisations reviewing telephony strategies is the fact that BT has announced it will be phasing out ISDN and PSTN networks over the course of the next five years, starting in 2020.

Telephony is just one part of the communication element of digital transformation. Many organisations are using Microsoft Teams to facilitate more effective collaboration between colleagues regardless of location. ‘Teams’ of individuals communicate using text, voice, and video, alongside new capabilities, such as social networking-esque features, that drive engagement. Teams is now the default communications experience within Office 365, with support for Skype for Business Online set to end on 31 July 2021. Microsoft Teams has all the same feature as Skype, including support for Phone System. Phone System integrates cloud-based telephony into the Office 365 experience, allowing staff to make and receive calls through the productivity suite. It’s also possible to set up cloud-based voicemail, call queues and menu systems that route calls from customers to the right agent. Admins, meanwhile, can set policies from the same management console.

The cloud is the platform that enables this shift. Traditional phone systems are fixed to a single location, tying users to their desks. This rigidity restricts the ability of organisations to enable the flexible and remote working policies demanded by the modern workforce – lowering productivity and employee satisfaction. This is especially true when you consider that many public sector organisations are located over different sites or have large numbers of field workers. Cloud-based telephony disaggregates phone numbers from physical infrastructure, with communications delivered over a broadband network. Employees can be contactable on the same number regardless of location and can accept calls via an IP-based landline phone, mobile application, or via the web. Coupled with the ability to access data on the go using cloud-based productivity tools like Microsoft 365, staff can accomplish far more outside of the office with cloud-based telephony. This system is far more scalable and cost-effective too, as new lines can be added without the need to deploy additional physical infrastructure. IP-based phone systems also offer greater visibility over a traditional phone network. Public sector organisations can access a range of data, such as call duration, response times, and levels of demand. This data can then be analysed to improve levels of service. Some organisations are even pairing this data with other performance indicators and using Artificial Intelligence (AI) to route calls to the agent that can deal with a particular query most effectively.
The role of communications in this revolution should not be understated. Successful digital transformation requires an architectural shift that allows for effective communication and collaboration. New networking technologies and platforms such as Microsoft Teams will help facilitate this transition, but a rather more traditional form of communications will also play a crucial role. The humble telephone may have been usurped by email as the most popular method of correspondence within the office, but it is still an essential tool – especially when it comes to dealing with customer queries. Public sector organisations have tended not to view the telephone as cutting edge technology, with reliability and cost prioritised. However recent advances mean the phone can play a crucial role in digital transformation, working together with other communications tools.
Telephony should not be ignored
The public sector is undergoing its own digital revolution. Long-term legacy IT contracts are out of favour and government agencies recognise the ability of new technologies to deliver better public services and satisfy the changing demands of staff. Since 2013, the British government has urged local and central governments, and other third sector organisations, to adopt a “cloud first” strategy when procuring IT services. This new wave of innovation is driving productivity, increasing cost efficiencies, and encourages agility and scalability at a time when many departments have had their budgets cut.
