Issues of culture, resources and skills prevent public sector organisations from having the necessary agility to make changes. Some publicly funded and charitable institutions believe that they must hold themselves to higher standards than the private sector, because they are accountable to taxpayers and donors. A tender that might be approved in a few days in the private sector could take several weeks. Additional red-tape and competing budgetary priorities can also add to the time it takes to get the necessary approvals and funding to make changes or sign off on purchases in the public sector. The need to adapt to the digital era is increasingly understood, but due to ongoing structural impediments, some organisations are still reliant on aging technologies and processes that inhibit their ability to move towards a new model of security. Such challenges are compounded by a lack of in-house expertise. The ongoing shortage of cybersecurity skills is not unique to the public sector, but lucrative salaries at large corporations make it more difficult to recruit the best talent. Often, finding candidates with the right mix of knowledge and experience is next to impossible. Outsourcing is an effective way of coping with this shortage, but some departments face bureaucratic obstacles that prevent them seeking outside help. The public sector’s data breach problem can also be explained by the type of data in its possession. While all organisations would suffer from disruption caused by an attack, the sensitivity of information handled by public agencies and their importance to everyday life make the consequences of a breach far more significant. Local councils have details about the most vulnerable people in society. For example while NHS trusts possess extremely sensitive data that could cause serious harm or distress if it was to fall into the wrong hands. The issue of cybersecurity can even be a case of life or death. Earlier this year, the first ever human death indirectly caused by a cyberattack was reported in Germany after a ransomware attack delayed urgent treatment to a patient. Very few, if any, private sector organisations can afford that risk. Other institutions have access to both personal and commercially sensitive data. For example, universities must protect the corporate and government information they are entrusted with, as well as the findings of research projects. The combination of lucrative bounty and lacklustre security is a tantalising prospect for hackers seeking to maximise their returns. A simple example of a security risk would be a lecturer having access to sensitive information on a personal smartphone that isn’t controlled by IT, or subject to policies such as encryption and multi-factor authentication. This could prove disastrous if the device is compromised or lost. It would most likely result in a significant financial penalty.

The State of Security
The recent reliance on communication and collaboration tools in the workplace has highlighted both the value of digitisation but also the need for data-based security strategies. There has been a surge in hacking attacks on home workers as criminals seek to exploit any weaknesses and people’s natural curiosity for information. New attack vectors have emerged, including unsecured Zoom video chats and, again, the public sector has been a major target. One report suggested that a quarter of local government workers are using consumer file sharing tools to complete work tasks(1). Meanwhile, the National Cyber Security Centre (NCSC) recently issued an alert to the academic sector following a spike in ransomware attacks following the return of students in September. The consequences of a successful phishing attempt or ransomware attack might not materialise for months, or even years to come, but can undermine public trust in institutions and cripple essential services. The need for modern security technologies, processes and training in the public sector has never been more clear.

Digital technologies are transforming organisations of all sizes in all industries. The objectives of these programmes are universal: they seek to drive efficiency and improve levels of service, opening up new ways of working in the process. At the heart of digital transformation is the greater collection, analysis, and sharing of data between interconnected applications and devices. The expansion in the volume, variety and sensitivity of this information makes even the smallest organisation an attractive target for cybercriminals.
Because of the increased risk from cybercriminals, the government has introduced legislation that places security and privacy obligations on any entity (private or public sector) that handles personal data. Worryingly, the public sector has so far received of the majority of all fines issued by the UK data protection watchdog. The need to shift away from traditional infrastructure-based security strategies towards a data-based approach is universal – so why is the public sector finding it so difficult?
Public Sector Security Challenges in ‘The New Normal’

Fortunately, change is happening. The spectre of huge fines for GDPR infringements has sparked action, awareness, and a desire for specialist knowledge. True transformation doesn’t take place overnight, but there are a couple of ‘easy wins’ to increase protection by tapping into the knowledge of partners and vendors. The first is through the greater adoption of cloud applications and infrastructure. The cloud not only aids wider digitisation efforts but is also more secure than legacy infrastructure thanks to investments made by public cloud vendors (Microsoft spends £1 billion on protecting Azure every year) and because updates are applied automatically. Many of these cloud platforms have government-specific security certifications that allow them to host public sector workloads and store sensitive data. The second is to become smarter with cybersecurity purchasing. There’s no point in buying products that can’t be used to their fullest potential because of a lack of resources, or buying many different technologies that don’t work together effectively. Public sector organisations should centralise their security tools through a management platform or via an outsourcing agreement that creates real value. Some departments find it difficult to outsource security because of the associated red tape, but two thirds of public sector organisations are pursuing this path(2). A general and widespread lack of awareness among public sector employees around cyber security is rendering the Public Sector as a whole vulnerable to ransomware and other forms of cyber-attack, according to recent research. With the current pandemic giving rise to increased cyber-attacks alongside the new remote working profile, the current environment justifies a laser focus on the most prevalent public sector security vulnerabilities. When we start to transition back to our new operating structures post-pandemic, local government and the wider public sector will be under mounting pressure to maintain public services whilst remaining secure.
Taking Remote Collaboration Beyond the Workplace
In the public sector, as in the private business sector, cyber threats are increasing in complexity and intensity. For example, there have been more than a million different ransomware attacks over the last year. Some experts estimate that there are as many as 60,000 new ransomware variants in a single day. The potential liabilities of such breaches pose a significant concern to the public sector as a whole, recent examples of the level of impact are as follows:
Cyber Liability
Cloud technologies, particularly those specifically designed and commercially modelled for government organisations, have an extremely high level of cybersecurity features in place and provide constant monitoring to ensure data is protected. The security measures in place for a government cloud solution are undeniably more advanced than a single government agency in-house implementation. However, cloud remains a significant cybersecurity concern to the Public Sector. Organisations require a cyberspace that meets the compliance and requirements for government compliance such as Cyber Essentials (and CE+), GDPR, Public Sector Network and PSN code of connection. The irony of this resistance to a move to the cloud due to security concerns is that legacy IT is unquestionably much more difficult to centrally monitor, analyse and defend. A Public Sector executive order issued last year stated “the executive branch has for too long accepted antiquated and difficult-to-defend IT.”
Centralised Security Visibility, Control and Remediation Capabilities
Technology is helping to solve public sector challenges by offering remote collaboration and communication solutions. Cloud-based technologies allow many organisations to centrally control and implement cyber security processes while scaling their technological needs with budgetary constraints. To adapt to new operating environments and maintain scalability objectives, many Public Sector customers are using the events of 2020 to rationalise their IT processes while implementing network security enhancements. As both a direct and indirect result of the events encountered during our transition to remote working and segregation of physical duties, the five critical risks that are impacting the public sector today are as follows:

Public sector bodies receive far more ICO security compliance related fines than any other type of organisation Public sector organisations were responsible for over 54% of all data breach fines Out of the 60 public sector fines, 12 of them were issued to the NHS and 9 to the Police Local councils were responsible for half of all data breaches. The Royal Borough of Kensington and Chelsea was fined £120,000 after it unlawfully identified 943 people who owned vacant properties in the borough. A woman in Germany died during a ransomware attack on the Duesseldorf University Hospital, in what may be the first death directly linked to a cyberattack on a hospital. A former Reablement Officer at Walsall Metropolitan Borough Council was prosecuted for accessing social care records without authorisation. She was sentenced to a fine of £450, ordered to pay costs of £364 and a victim surcharge of £45 A former Social Services Support Officer at Dorset County Council was prosecuted for accessing Social Care records without authorisation. She was sentenced to a 6-month conditional discharge, ordered to pay costs of £700 and a victim surcharge of £20 The Royal Borough of Kensington and Chelsea was fined £120,000 after it unlawfully identified 943 people who owned vacant properties in the borough.

Targeted cyber-attacks on the entire public sector since the start of lockdown has been a particular problem. Government agencies around the world, including the UK’s National Health Service (NHS), fell victim to the WannaCry ransomware attacks and their resurgence in new forms. In fact, we can identify a more than 900% increase in cyberattacks on the public sector since 2019.
A minimum of 60 government entities were impacted by ransomware during the first two quarters of 2020. Those impacted included cities, transportation agencies and police departments. We have initial statistics indicating that at least two thirds of all hospitals and other healthcare providers were successfully attacked during Q1 and Q2, an unsurprising statistic when we consider the initial priorities and focus of spending during the pandemic. More than 30 school districts and other educational establishments were impacted by ransomware, disrupting operations at some 439 schools.
Data security is a primary focus for more than eight out of ten public sector agencies and this reflects a general global trend within both the public and private sector. As new hardware was procured, new operating models were implemented and increased BYOD/MDM security factors became prevalent, with our global focus turned to securing our data first. As data protection regulations are strengthening around the world, government agencies face the need to be a model of establishing a proper data security strategy for other businesses who are subject to the regulations, accreditations and equally the fines levied by these very organisations. All public sector departments now understand that if they do not prioritise data security, they will inevitably suffer breaches and in many scenarios significant fines. Ultimately, this will result in reputational damage, a loss of trust from customers and importantly central government led security bodies. Critically this could lead to a direct breach of regulations such as GDPR and hold commercial implications - not just in the form of fines - but also the possibility of future funding reduction. The good news however, is that as the private sector faces the same fundamental evolution of security focus on data itself, the security solutions available to the public sector benefit from significant economies of scale when architected correctly.

All businesses deal with budget constraints, however the public sector is continually accountable to stakeholders and must adhere to their directives. It is not uncommon for public organisations to sustain budget cuts on a regular cycle and historically cyber security budgets have tended to be one of the first to be cut. The rate of new cyber threats has increased the number of cyber security positions with the global information security workforce study suggesting that there could be 100,000 unfilled UK cyber security jobs by 2022. Now to the budgetary argument. A refurbished laptop or desktop can typically be purchased at around 70% of RRP. Considering that hardware was the largest slice of an IT department’s budget in 2019 at 35%, this can free up a significant portion of finances to be spent on other things which are vital to achieving departmental objectives in the digital age – think data security, cloud, and training and development, to name but a few. All these factors mean that the question IT departments are asking today is not “Why would we buy refurbished technology?”, but rather, “Why wouldn’t we?”. After all, conservatism’s roots lie in a fear of the unknown, and while it’s understandable that people sometimes ask themselves why they would try something new when the way they already do things isn’t broken, the reality is that things can be improved – not just on the organisational level, but on the societal level as well.
The computing industry generates 2% of global CO2 emissions, similar in output to the global aviation industry. It requires 1,500 Litres of Water, 3,000 kWh of Electricity, 22 Kg of Chemicals, and 700 Kg of CO2 to produce a laptop or desktop alone. When your refresh projects involve hundreds or thousands of devices, therefore, the environmental benefits of buying refurbished are astronomical.
Perhaps most importantly, though, refurbished hardware vendors have recognised the opportunity which lies within not just selling devices in the first instance but subsequently guiding the buyer throughout the entire product lifecycle via a managed service. Next Business Day Return Merchandise Authorisation (RMA), Configure to Order (CTO) and Help Desk Support (HDS) are just a few services that a Managed Service Provider (MSP) of refurbished technology now offers. So much for discussing the lack of difference in product and service quality, though. Let’s look at what refurbished hardware offers which new hardware doesn’t offer (and never will). Al Gore, former US Vice President under the Bill Clinton administration, stated in 2018 that the world is in the early stages of a sustainable revolution. What we do today, commercially, and otherwise, is paramount to ensuring that the climate crisis doesn’t turn into a climate catastrophe.
Lockdowns across the globe have forced organisations to work remotely and have subsequently increased the demand for laptops by 106% compared to 2019. The demand for this technology, however, couldn’t be met by traditional means earlier in the year due to lockdown measures in Hubei, China strangulating the flow of new technology to the rest of the world. Computer shipments from China to the US, for example, dropped 64% in early March. This combination of market conditions has created a perfect storm for the refurbished IT industry which shows few signs of easing any time soon. The first thing conservatives have realized when forced to buy refurbished devices is that the refurbished IT industry has innovated significantly in recent years. Technical diagnostic software advancements such as Aiken Workbench now make it possible to assess the health of every single component within a device. So, if a two-year-old laptop has a battery that operates at 61% of its original capacity, engineers can now identify this and replace it with a brand-new battery before it reaches its new home. Reprinting advancements also now make it possible to alter the cosmetic quality of a refurbished device so that it looks indistinguishable from a new one. This, combined with bespoke vinyl wrapping options for brand recognition, offers the potential for refurbished technology to even outperform new devices cosmetically.

At the beginning of this year, for example, refurbished enterprise devices were controversial. Progressives saw them as an obvious way to economise on budgets and reduce their environmental footprint, while conservatives saw these benefits as creating costs elsewhere – notably cosmetic damage, an increased risk of technical faults, and lack of a managed service. Fast forward to today, however, and the debate is far less contentious.

Refurbished Enterprise Devices in the Post-Coronavirus Commercial Landscape
The increase in tuition fee caps at the start of the decade has inevitably been good for university finances – but it has also raised student expectations. British undergraduates pay £9,000 a year, and foreign students (which make up a fifth of the student population) can pay between three and four times that much. For many students, a large part of higher education is the whole social experience – from freshers’ week through to the graduation ball. With social distancing measures restricting most social opportunities, universities have an even greater obligation to demonstrate to students that a degree is worth the time and money they invest in it. Existing students who are unsatisfied with their investment could withdraw, and potential candidates could apply elsewhere or even not even enter further education. The risk of a diminished student experience is long-term revenue decline. The link between technology and satisfaction is clear. According to the National Union of Students (NUS), 84% of students plan to continue their studies this year, but are most concerned about a lack of classroom experience and the quality of online learning resources.(1) Slightly more than half (55%) agree that the online resources are of a high standard, while others bemoan a lack of technology and insufficient contact with lecturers and tutors. Suggestions to improve the situation include compulsory ‘live’ online lectures, fresh content that isn’t regurgitated from previous years, more interactive elements, and greater access to tutors. Indeed, a separate study shows that live lectures appear to be a key contributor to satisfaction as they are viewed far more positively by students that recorded sessions.(2)
Most universities will combine in-person and digital teaching for the foreseeable future. But without the right systems and processes in place, it can be a challenge to deliver a secure, satisfactory flexible learning platform.
Meeting student demands
Meeting student demands with legacy systems and software is a challenge, but cloud-based architecture and applications, coupled with mobile and virtual technologies, can establish a foundation for seamless digital experiences and new ways of learning. Universities have traditionally been ahead of most public organisations when it comes to cloud adoption but still lag behind the private sector. One survey found that a third of institutions store at least 10% of their data in the cloud but 72% still use on-premise data centres.(3) More workloads must be moved to the cloud so universities can deliver a consistent experience regardless of physical location. Digital collaboration and communication tools like Microsoft Teams enable live, interactive online lectures and tutorials as well as the personalised, targeted teaching that many students desire. Data stored on the cloud can move freely between applications, and course material stored on Microsoft Office 365 is accessible from any device. Public cloud vendors, such as Microsoft, have dedicated cloud regions around the world – including China, which sends more students to the UK than any other country. This means foreign students can still access content and be confident in the quality of their course. For more practical degrees, there are ways to work around social distancing. Medical students, for example, are currently unable to crowd around a patient’s bed in a university hospital or gather around an experiment in a science lab. A Mixed Reality headset allows the doctor or professor to livestream the session to students who can ask questions in real time. This combination of technologies has other uses, too. Nottingham Trent University’s conducted virtual tours for prospective students who were unable to visit the UK or attend an open day. Technology also minimises the impact of travel restrictions on course content. Imperial College London used Microsoft Teams to stage a simulated field trip to the Pyrenees for 35 students taking its Petroleum Geoscience Masters course.

A sense of optimism usually permeates around university campuses at the start of a new academic year. Freshers are excited for new experiences and opportunities, while returning students hope to build on what they’ve already achieved and work towards the completion of their degree.
How Universities Can Adapt to Remote Learning
If remote learning is to become the norm, then universities need to solve the issues of security and accessibility. The transition to the cloud means that more data is going to be collected, processed, and stored – making universities, students, and staff more attractive targets for cybercriminals. The National Cyber Security Council (NCSC) has issued a warning to the academic sector following a surge in attacks – especially those involving ransomware – since students returned in September. A successful cyber-attack can cause significant disruption, damage trust in the institution, and potentially harm students if sensitive data is breached. The financial penalties for breaching GDPR can be significant. The cloud is a secure platform by design, with vendors such as Microsoft spending £1 billion annually on protecting its cloud services. Updates are applied automatically, reducing the maintenance burden on IT departments. However, universities should not take security for granted. Policies to protect data should include requiring lecturers to use approved devices and applications, and to follow set guidelines. Unauthorised video conferencing or file-sharing solutions that lack enterprise-grade protection can have disastrous consequences. So too, can the loss of a device that isn’t controlled by a Mobile Device Management (MDM) platform. No student should be denied the university experience they desire because of poor technology. Investments in IT infrastructure might be of greater value than a fresh lick of paint for the science block corridor in the current environment – especially when you consider the revenues at stake. After all, the university with the greatest digital capability might be a popular choice when it’s application time.

Life at Britain’s universities is proving to be quite different this year. The uncertainty that curtailed the previous term, cancelled exams, and postponed graduation ceremonies, has not evaporated entirely – and at least students are able to return to halls and in some cases into lecture theatres. However, social distancing measures do require that facilities to operate with reduced physical capacities. Lockdown restrictions will also prevent some students from travelling and require others to self-isolate. The DSPT is an online self-assessment tool that allows organisations to measure their performance against the National Data Guardian’s ten data security standards.
All organisations that have access to NHS patient data and systems must use the DSPT to provide assurance that they are practising good data security and that personal information is handled correctly.
The DSPT is an annual assessment. As data security standards evolve, the requirements of the Toolkit are reviewed and updated to ensure they are aligned with current best practice. Insight is pleased to confirm that it has undertaken DSPT and exceeded the required standards.

The other major challenge is knowing when the current situation will end and what the new normal looks like. Some Local Authorities have made the decision to allow staff to work at home until spring 2021 to enable them to deliver services and plan. The first wave of Business Continuity Planning was to provide users that used desktops with agile devices such as laptops and tablets. But the Business Continuity planning that needs to take place also needs to include the data or data centre strategy. As we all know Central Government have advocated a “Cloud First” strategy for the Public Sector with a desire to offer a more agile data environment. This was for internal data and public facing data such as payment portal. But many Public Sector bodies adopted a Hybrid cloud strategy looking to ensure that the right business data was available when required, where required and at minimal cost. Most had formalised this and where working towards the desired outcomes. But now many of these are having to pause and review what now needs to happen. For the first few months of the pandemic bodies where comfortable to make short term decisions on their IT.
During these unprecedented times we have seen the way that we work change, with public sector bodies having to change long established IT strategies overnight. This has been on multiple levels from enabling staff to work at home / away from the office quickly to how they engage with service users. All this having to be done without major interruptions in service delivery. All of which has had a real toll not only on resources but already stretched budgets.

The new Pure Storage all-flash arrays deliver a much smoother user experience for the Crown Office and Procurator Fiscal Service’s remote workers. They are also more reliable than the old servers, reducing disruption and improving productivity. More capacity can be added as needed, without disruption to the existing servers – making the new storage arrays much easier to upgrade. And because flash storage arrays have no moving parts, they are easier to manage and reduce maintenance costs. By actively reducing the amount of data that needs to be stored, the new storage arrays reduce the capital expenditure required for the project – a key objective for the Crown Office and Procurator Fiscal Service.
The Solution
Insight’s solutions architects played a key role in helping the Crown Office and Procurator Fiscal Service choose its new data storage platform. Pure Storage came out ahead of the competition, as it met all of the client’s key requirements. The very low latency of Pure Storage all-flash arrays makes them ideal for hosting VDI – as there is less delay between a user performing an action and the system responding. The arrays are also easy to maintain, cost efficient, and can be scaled up to increase capacity without disruption. Pure Storage uses a suite of data reduction technologies – including compression, deduplication and thin provisioning – to cut down on the amount of space required to store client data. By reducing the amount of storage required, the solution saves on the initial capital expenditure. Installing Pure Storage all-flash arrays (one for each of the client’s two main sites) eliminates the need for separate storage for its VDI and server estates. This simplified storage system is easier for the client to manage, taking pressure off the IT team and leading to a reduction in ongoing maintenance requirements. The Insight team was able to complete the work, from order to go-live, within just four weeks of receiving the purchase order. The actual installation of new all-flash arrays took place on two consecutive days, and workloads were running on them on day three. Since the initial installation, COPFS has upgraded its existing flash array to support its case management system – consolidating another storage platform into the new system.
Most of the Crown Office and Procurator Fiscal Service’s 1650 employees work remotely, using Virtual Desktops from a virtual desktop infrastructure (VDI). The virtual desktops run on internal servers, taking up a large amount of data capacity. The existing data storage solution was performing poorly, with staff frequently reporting noticeable lag and long load times while working remotely. The COPFS wanted to implement a more reliable data storage solution that would be easy to manage, save on running costs, avoid disruption and improve the end-user experience – enabling remote workers to keep the Crown Prosecution Service running efficiently during lockdown. The IT department was specifically looking for a solution that would include data reduction technology and thereby minimise capital expenditure. The IT department also wanted to simplify its data storage to make it easier to manage. The existing system involved separate platforms for the server estate and VDI. The IT team sought a new data storage solution to handle both at the same time. The Crown Office and Procurator Fiscal Service was also looking for a data solution that it could easily scale up to support other areas such as its case management system.

The Crown Office and Procurator Fiscal Service wanted to upgrade its data storage to provide a better end user experience for its remote workforce and cut down on maintenance and running costs. Insight installed Pure Storage all-flash arrays to support both the virtual desktop (VDI) and server estate. The solution met all the client’s requirements while keeping capital expenditure to a minimum thanks to data reduction technology.
